A permanently installed split system is not in every case subject to a building permit in Aargau. In residential zones a notification to the municipality is often sufficient. A full building application is required above all where the outdoor unit is to be mounted in a clearly visible position, or where the building stands in a core or conservation zone.
The municipalities are always the responsible authority, and their practice differs noticeably. Fees are charged for processing and can amount to several hundred francs depending on the procedure.
One point that surprises many people: alongside the cantonal guidance on cooling in residential buildings, the cantonal energy regulations apply. Various municipalities expect passive heat protection to be exhausted first – meaning external shading such as blinds or shutters is in place – before active cooling is permitted.
The reasoning is easy to follow: heat that never enters the building does not have to be removed again using electricity. In concrete terms for you: check this point early, it can decide the approval.
On the permit requirement in Aargau you can read everything from „always requires a permit“ to „a notification is enough“. The reason is the wide discretion municipalities have.
